The SBOMs Go Abroad

Last week, we announced an important milestone for Manifest’s software bill of materials (SBOM) management platform: our UI available in Japanese! 🇯🇵 This represents not only improved experience for our Japanese users, but a major and repeatable step forward in SBOM accessibility worldwide:

US government regulations such as Executive Order 14028, the FDA’s Refuse to Accept guidance from earlier this year, and a patchwork of DOD requirements and policies have forced defense contractors, medical device manufacturers, and other regulated enterprises doing business in the United States to rapidly adopt SBOM management programs.

By this spring, the number of people living under SBOM requirements will triple.  That is thanks in large part to the impending passage and implementation of the Cyber Resilience Act (CRA) in the European Union.  By some accounts, the CRA is the most comprehensive cybersecurity regulation ever proposed, and it includes a specific provision for enterprises in the EU to generate SBOMs to document vulnerabilities and components:

And it’s not just the EU hopping on the SBOM train:

• Japan has long been leaning towards SBOM efforts.  In 2021, the Ministry of Economy, Trade, and Industry (METI) launched the SBOM POC project.  Aimed at assessing feasibility and effectiveness of SBOMs in software supply chain security, the project involves collaboration between government agencies, software developers, and cybersecurity experts, and will potentially lay the groundwork for future regulatory frameworks.

• The United Kingdom government, through its National Cyber Security Centre, has been actively engaged with industry stakeholders to develop SBOM guidelines.  While not codified into law yet, these guidelines are gaining traction in highly regulated industries such as healthcare and financial services.

• In Canada, the Canadian Centre for Cyber Security has also been in consultations with industry experts to develop SBOM requirements into cybersecurity frameworks, and issued its Recommendations to Improve the Resilience of Canada’s Digital Supply Chain in June of 2022.

• And in South Korea, an initiative driven by Korea University and the Center for Software Security Assurance has been developing a “HatBOM” capability to address gaps in SBOM generation coverage.

Those countries alone - to say nothing of the Middle East, India, and elsewhere - will add another 279 million people to the population covered by SBOM mandates in the coming years. It’s obvious that every SBOM management solution will need to handle internationalization, and quickly.  We at Manifest have intentionally engineered our platform to de-friction every aspect of the SBOM lifecycle, and that includes making sure that our users understand every word of their security tools.
